    Development of ArcGIS StoryMap for Wildfire Mitigation Projects Across Hawaiʻi

    Scope of Work:

    HWMO seeks a qualified contractor to develop an interactive ArcGIS StoryMap platform to systematically, iteratively, and interactively track wildfire mitigation projects across the state. This includes Community Wildfire Defense Grant (CWDG) projects (funded and unfunded), Community Wildfire Protection Plans (CWPPs), shovel-ready projects, fuels reduction work, outreach efforts, and additional mitigation initiatives identified in collaboration with agency, community, and private partners.

    Objective:

    The goal of this project is to produce a living, public-facing web-based tool that connects and visualizes mitigation efforts across Hawaiʻi. The StoryMap should:

    • Highlight completed and ongoing wildfire risk reduction and recovery work

    • Showcase cross-boundary partnerships

    • Provide a platform for community engagement

    • Support tracking of federal, state, and private investment in wildfire mitigation

    • Identify and visualize areas of under-addressed wildfire risk

    Key Deliverables

    1. Web Map Development

    • Build GIS database with project attributes

    • Create a shareable web mapping application

    2. StoryMap Design

    • Design user interface and navigation

    • Overlay spatial data (e.g., historic fire, land cover)

    • Integrate narrative content and imagery

    3. Contributory Mapping Tool

    • Allow stakeholder input via vetted online portal

    • Include analytics and visualization tools

    Additional Requirements

    • Minimum 5 years of relevant experience

    • References for GIS work (preferably wildfire-related in Hawaiʻi)

    • Demonstrated understanding of wildfire issues in Hawaiʻi
